Offaly County Council is seeking a highly motivated and skilled Senior Executive Technician (Architectural) to join its professional team. Operating under the direction of a Director of Services or an appointed supervisor, the successful candidate will play a pivotal role in delivering ancillary architectural, advisory, supervisory, and executive services.
This role requires a blend of advanced technical expertise, project management capabilities, and strong leadership to support the Council’s architectural projects, public realm works, and statutory obligations.
Project Delivery & Management: Lead and assist in the planning, design, costing, tendering, and management of capital works, architectural projects, and public realm enhancements.
Technical Design & Software: Prepare detailed sketch plan designs, technical specifications, and working drawings using advanced ICT, AutoCAD, and GIS applications.
Compliance & Inspection: Conduct rigorous site visits and inspections to monitor quality control, programme timelines, and ensure compliance with Building Regulations, BCAR, Fire Safety, and Health & Safety legislation.
Team Supervision: Manage, supervise, and mentor technical staff, ensuring effective workflows and maintaining high team morale.
Stakeholder Collaboration: Build and maintain excellent working relationships with internal departments, external agencies, consultants, contractors, and utility providers.
To be considered for this post, candidates must meet the following criteria by the closing date:
Option A: Hold a recognized qualification in Technician studies (e.g., National Certificate / National Diploma / Degree in Architectural Technology or Civil Engineering) AND have at least 8 years of satisfactory experience as a technician.
Option B: Have at least 8 years of satisfactory experience as a technician, including a minimum of 4 years of satisfactory experience in a grade not lower than that of Executive Technician (or an equivalent level).
Architectural Expertise: Strong experience in architectural design, building construction, and public realm infrastructure.
Surveying & Interpretation: Proficient in engineering survey principles and highly capable of interpreting and producing architectural/engineering drawings.
Regulatory Systems: Deep understanding of the Capital Works Management Framework, procurement processes, planning legislation (including Part 8 regulations), and the roles of Assigned/Design Certifiers.
Driving Licence: Hold a full, clean Class B driving licence and maintain a personal car for official duties (approved travel expenses will be refunded at standard local authority rates).
SafePass: Possess a valid SafePass card (or be willing to undergo the training course if required).
Legal Status: Fulfill the specified citizenship/visa eligibility criteria to work legally in Ireland (EEA, UK, Swiss citizens, or valid Stamp 4 holders).
