Job Description

THE ROLE

As Health & Safety and Facilities Manager, you will provide dedicated health and safety leadership across Framespace’s manufacturing and site-based operations, and take ownership of the facility, plant, and services that keep production running safely. The business is at a critical growth stage — increasing production volume, expanding its project portfolio, and scaling operational complexity. You will be central to ensuring that growth never comes at the cost of the safety of our people.

This is a hands-on, floor-based role. You will be visible every day, leading from the front, closing out hazards promptly, and building a safety culture that people live rather than just comply with.

WHAT YOU’LL BE DOING

1. Safety & Health Management

–    Develop, implement, and maintain the company’s Safety Management System in line with ISO 45001 and the Safety, Health and Welfare at Work Act 2005.

–    Own and maintain the Safety Statement, risk assessments, and safe systems of work for all production, stores, loading, transport, and site activities.

–    Ensure compliance with all applicable Irish health and safety legislation, including the General Application Regulations 2007 and the Construction Regulations 2013, across factory and site operations.

–    Carry out daily inspections and walkarounds across both day and evening shifts, and scheduled safety audits, ensuring hazards are identified and closed out promptly.

–    Act as the competent person under health and safety legislation and the main point of contact for the Health and Safety Authority (HSA) and other regulatory bodies.

–    Ensure all statutory reporting to the HSA, including IR1 notifications and dangerous occurrences, is completed accurately and within legal timeframes.

–    Monitor and report on safety KPIs including incident rates, near misses, audit findings, and training compliance.

2. Incident Management & Investigation

–    Lead the response to all accidents, incidents, and near misses, including immediate attendance, scene control, and evidence preservation.

–    Carry out thorough investigations using a recognised root cause methodology, gathering witness statements, photographs, physical evidence, and records.

–    Produce clear, factual, and well-evidenced investigation reports to a standard that will withstand scrutiny from regulators, insurers, and legal advisors.

–    Ensure corrective and preventive actions are implemented, tracked to closure, and shared as learning across the business.

–    Support the business in responding to insurance and claims matters with accurate records and documentation.

3. Operational Safety

–    Manage lifting operations and lifting equipment compliance, including lift plans, inspections, and statutory certification.

–    Oversee workplace transport and forklift safety, including pedestrian and vehicle segregation, operator certification, and renewals.

–    Manage contractor safety, including permits to work, RAMS review, and contractor inductions.

–    Support site installation teams with site-specific safety plans, site inspections, and the PSCS/PSDP interface.

–    Manage chemical safety and COSHH, including safety data sheets and assessments for production and cleaning products.

–    Lead fire safety and emergency planning, including fire risk assessment, fire wardens, drills, and first aid provision.

4. Environmental Management

–    Ensure compliance with environmental regulations, planning conditions, and waste management legislation relevant to the facility and site operations.

–    Manage waste segregation, recycling, and pollution prevention across factory and site.

–    Promote resource efficiency and environmentally responsible practices, and report environmental performance to senior leadership.

5. Training, Culture & Leadership

–    Deliver safety inductions, toolbox talks, and training for direct employees, agency staff, and contractors, and maintain accurate training and competency records.

–    Track certification and renewal dates for forklift, lifting, first aid, fire warden, and other safety-critical training.

–    Support and challenge production supervisors and site teams to take genuine ownership of safety in their areas.

–    Have the confidence to stop unsafe work and to challenge at every level of the business.

–    Produce regular health, safety, and facilities reports for the CEO and senior leadership team, and advise on risk and priorities.

–    Prepare for and host HSA inspections, insurer surveys, and client audits.

KEY Competencies

Irish H&S legislation, ISO 45001/SMS, incident investigation, lifting and transport safety, and the confidence to challenge and lead safety culture.
